Ukraine has one of the largest veteran communities in the world, and many veterans face the consequences of combat experience, such as PTSD, trauma, and adaptation crises. Today, the justice system lacks a mechanism to take these circumstances into account. The Judicial Rehabilitation Procedure (JRP) is a new approach that, instead of focusing on punishment, offers rehabilitation, treatment, and social support.
The project includes:
- Development of the draft law on JRP.
A team of experts is preparing the first draft based on Ukrainian law, judicial practices, and international experience (USA, UK, Canada, Australia). - Discussions with key stakeholders.
The Ministry of Veterans Affairs, the Ministry of Justice, the Parliamentary Committee, the Probation Center, judges, veteran organizations, and human rights defenders provide their feedback to make the document realistic and supported. - Refinement and finalization of the draft law.
The text is coordinated with various influential groups, legally formalized, and prepared for submission to the Verkhovna Rada (Ukrainian Parliament). - Advocacy and information campaign.
In parallel, we prepare materials for the media, lawyers, veterans, and the public to explain the significance of the JRP and build societal support.
Expected outcomes:
- A draft law prepared and submitted to the Verkhovna Rada.
- Expanded legal and psychological protection for veterans.
- Reduction of criminal recidivism.
- Reduced pressure on the penitentiary system.
- Increased trust in the justice system among veterans and society.
